Is there legally a notion of "compatibility" between habitat and artisanal zone? If so, how is it assessed?

Noise from industrial or craft activities is effectively regulated with respect to the neighborhood:
- Order of January 23, 1997:
The regulated emergence zones (ZER) concern:
• the interior of the buildings inhabited or occupied by third parties, existing on the date of the authorization order for the installation and their closest possible exterior parts (courtyard, garden, terrace); • building zones defined by planning documents binding on third parties and published on the date of the authorization order; • the interior of the buildings inhabited or occupied by third parties which were established after the date of the authorization decree in the building zones defined above and their nearest possible exterior parts (courtyard, garden, terrace), excluding those of buildings located in areas intended to receive craft or industrial activities.
The regulated emergence zones do not concern the property limit of the site if the latter does not fall within the previous criteria.

“The emergence limit values are 5 decibels A during the day (from 7 a.m. to 10 p.m.) and 3 dB(A) during the night (from 10 p.m. to 7 a.m.), values to which is added a term correction in dB(A), function of the cumulative duration of appearance of the particular noise
• 6 for a duration of less than or equal to 1 minute, the duration of measurement of the ambient noise level being extended to 10 seconds when the cumulative duration of appearance of the particular noise is less than 10 seconds;
• 5 for a duration greater than 1 minute and less than or equal to 5 minutes;
• 4 for a duration greater than 5 minutes and less than or equal to 20 minutes;
• 3 for a duration greater than 20 minutes and less than or equal to 2 hours;
• 2 for a duration greater than 2 hours and less than or equal to 4 hours;
• 1 for a duration greater than 4 hours and less than or equal to 8 hours;
• 0 for a duration longer than 8 hours. »
