Your question deserves to be refined. Rejection is the product that does not pass through the screen of a sieve. So it can go in principle from 0 to 100% (the extreme cases are what we call security screenings).
However, we can also understand your question by talking about screening efficiency, ie what is the generally accepted percentage of non-compliant products in refusals or passers-by. There are 2 values accepted but not standardized to my knowledge which are: 95% on screening and 70% on scalping
